Great news for occupational therapy professionals in Pennsylvania! The Commonwealth has officially passed legislation to join the Occupational Therapy Licensure Compact (OT Compact), a significant milestone for the profession and for improving access to occupational therapy services across state lines.
While this is an exciting step forward, it’s important to know that Pennsylvania is not yet issuing compact privileges. Here’s what that means and what occupational therapists (OTs) and occupational therapy assistants (OTAs) can expect moving forward.
The Occupational Therapy Licensure Compact is an agreement between participating states that allows eligible OTs and OTAs to obtain a compact privilege to practice in other member states without applying for a separate license in each state.
Rather than replacing your home state license, the compact streamlines the process for practicing across participating states while maintaining each state’s licensing standards.
By passing House Bill 482, Pennsylvania has officially joined the OT Compact. This represents a major advancement for occupational therapy professionals throughout the Commonwealth and demonstrates Pennsylvania’s commitment to supporting workforce mobility and increasing access to care.
However, passing the legislation is only one part of the process.
Before Pennsylvania practitioners can apply for compact privileges, the state must complete several implementation steps, including integrating its licensing system with the OT Compact Commission’s national platform (CompactConnect). Only after this process is complete will eligible Pennsylvania licensees be able to begin applying for compact privileges.
For now:
Once implementation is complete, eligible practitioners will be able to apply for compact privileges through the OT Compact system, opening the door to practicing in other participating states without obtaining additional state licenses.
The OT Compact offers several long-term benefits for occupational therapy professionals, employers, and the communities they serve.
For therapists interested in expanding their opportunities, the compact makes it easier to practice in multiple participating states. This can be especially valuable for therapists who relocate, provide telehealth services where permitted, or work near state borders.
By reducing administrative barriers to interstate practice, more occupational therapy professionals can serve communities experiencing workforce shortages, helping improve access to therapy services.
Instead of completing a full licensure process for every participating state, eligible therapists can apply for compact privileges, saving time while maintaining high professional standards.
